The Gulf Cooperation Council considers the establishment of a democratic and Shiite state in Iraq and the developments of the Islamic Awakening as a change in the balance of power in favor of Iran and an increase in Iran’s regional power and influence, and considers it to be in conflict with its own life and survival, and is one of the important issues for the Iran-Iraq Relations Council. For this reason, the main goal of the article is to formulate defense strategies of the Islamic Republic of Iran against Iraq’s participation and cooperation with the Gulf Cooperation Council.This research is applied and was conducted quantitatively with a case-based method.Data collection was done through library and fieldwork, and the sample size was 38 people.According to the findings of the research, Iraq's participation and cooperation in the Gulf Cooperation Council has 4 states: A- causes change and surprise, B- does not cause change and surprise, C- causes improvement in relations, D- causes darkening of relations with Iran.According to the results of the research, 44 environmental factors were identified.There are 17 internal factors and 27 external factors.In case A, Iran will be in a "defensive" position, in case B, in a "conservative" position, in case C, in a "competitive" position, and in case D, in an "aggressive" position.For each state, two strategies have been obtained and proposed.
