Identify and Prioritize the Actuators and the Effective Factors in Determining the Ability of Outsourcing the Defense R & D Projects

Abstract

 
Determining the ability of outsourcing the defense R & D projects make possible the select available project for outsourcing among different projects, and then layout and choice of outsourcing decisions ​​in the course of the next steps. The aim of this study is to respond to these factors in determining the question of incentives and outsourcing the defense R & D projects. This research is an applied – development research and its population studies are expert managers and expert management and industrial research projects constitute Iranian Revolutionary Guards. The sample consisted of 36 members of the community that were above the combined approach cluster and selected randomly. The data were collected by means of interviews and questionnaires and used in determining the reliability of Cronbach’s alpha. For the analysis of research data, we used SPSS software, and nonparametric test (binomial) applied to approve or reject the actuators and determine the factors related outsourcing plan. The results show that in the determination of the ability of outsourcing the defense R & D projects were affected four stimulus including; "plan nature, circumstances, conditions, contractors and internal capabilities" and 11 factors. These factors stimulated by differentiation of categories and priorities.
