Today has been proven that the increase of productivity and efficiency not to be achieved alone with organizational adjustments and modern equipment’s and weapons, but it requires attention to from the major and valuable of organizations capitals, the workers the they apply from these equipment’s and weapons. Therefore, the leaders must try for nurture and develop their morale and motivation and provide the suitable environment in the organization for improve their talents, skills and abilities and to mobilize through the organizational goals. According to the goals, the research method is applied and development and in terms of the nature, the method of case-field. In this study, we gathered some of the documents, literature, comparative comparison of developed countries and the opinions of experts (through a questionnaire 4,000) and for data analysis used from two topics of descriptive and inferential statistics and analysis AHP. The results of this paper are identify the mechanisms to improve morale and motivation as well as the relationships between the components of the measurement and affecting components on the morale and motivation, ultimately, it was clear that by improve the effective dimensions and components of measurement will improve the spirit and motivation of armed forces personnel.
