The pre-assessment of the policy regarding the utilization of knowledge-based companies by the Ministry of Defense and Armed Forces Logistics of the Islamic Republic of Iran serves as a tool for providing, forecasting, and enriching information about policy outcomes. Identifying the outcomes of this policy through the PESTEL framework provides strategic and comprehensive information. It enhances policymakers' awareness and contributes to policy improvement.This research employs the Futures Wheel approach to integrate thematic network analysis and virtual focus group methods. Empirical data and materials were obtained from semi-structured interviews, literature reviews, and national documents as well as those from the Ministry of Defense and Armed Forces Logistics of the Islamic Republic of Iran. These were processed through thematic analysis and served as input for the virtual focus group. Through this process, policy outcomes were classified within the virtual focus group. Snowball sampling (19 participants) and purposive sampling (7 participants) were used in the thematic analysis and virtual focus group stages, respectively.The positive and negative outcomes of this policy will emerge across five domains: political-administrative, economic, socio-cultural, legal-regulatory, and technological, within three time frames: initial (2020), secondary (2025), and tertiary (2030). As an intelligent policymaker, the Ministry of Defense and Armed Forces Logistics of the Islamic Republic of Iran must consider the future results of this policy to develop the necessary capacities and capabilities for leveraging knowledge-based companies in future scenarios, ensuring the policy's quality and sustainability.
