Technology assessment is a conceptual framework that facilitates a more profound comprehension of technology and supports informed decision-making regarding its development and application. The present study aims to propose a model for evaluating technological and innovation capabilities in a defense research center. This applied research employs a mixed-methods approach and targets all personnel working at the research center as its statistical population. The study employed a census method for the sampling process and followed a case-study design. A preliminary investigation was conducted to amass and evaluate pertinent data. Subsequently, a conceptual model was designed and validated using a researcher-made questionnaire administered in the field. The content validity of the questionnaire was confirmed by a panel of experts, and the reliability of the questionnaire was calculated using Cronbach's alpha, resulting in a coefficient of 0.979. The final questionnaire was disseminated to 34 personnel from the statistical population. The findings of the research model indicated that the capability for technology dissemination and commercialization was ranked as the most significant capability, while the capability for technology acquisition was considered the least significant. The Defense Research Center received a score of 77 on the assessment, which is indicative of its status as an enterprise characterized by creativity and a fully developed set of technological capabilities. These capabilities include the ability to identify technological frontiers.
