The Supreme Commander-in-Chief, Imam Khamenei, has played a pivotal role in the transformation and organizational architecture of the Armed Forces of the Islamic Republic of Iran; however, this role has not been systematically defined and documented in a scholarly process. Accordingly, the primary objective of this study is to define and elucidate the role of the Supreme Commander-in-Chief in the transformation and architecture of the Armed Forces. The present research employs a systematic mixed-methods approach, integrating quantitative and qualitative analyses through case study, contextual, descriptive-analytical methods, content analysis, and grounded theory. It provides an in-depth examination of the directives, measures, and guidance of the Supreme Commander-in-Chief and the corresponding actions taken. Temporally, the study spans from 1989 (1368 SH) to 2024 (1403 SH), and thematically, it focuses on the transformation and architecture of the Armed Forces. A census sampling method was applied, resulting in the collection of 1,687 directives, measures, and guidelines across thirteen (13) key themes. Concepts were extracted, categorized into categories and themes, and subsequently used to develop a conceptual and procedural model, which was finalized through expert validation using the Delphi method. Based on the resulting model, actions related to transformation and architecture within the Armed Forces were identified and evaluated using transformation and architecture indicators. Findings indicate that 85% of the implemented actions pertain to organizational architecture, while 15% involve re-engineering, with the most prominent outcomes being enhanced authority, dignity, and deterrence. The majority of transformations were focused on subordinate military organizations, and a comprehensive transformational plan addressing all aspects of the Armed Forces, with a long-term and forward-looking perspective, is currently under development. This plan, aligned with the Supreme Commander-in-Chief’s vision, is expected to guide the future architecture of Iran’s Armed Forces.
