In an era of rapid digital transformation, cognitive threats have emerged as one of the most serious challenges to security, society, and governance. By leveraging vast amounts of data, advanced algorithms, and communication infrastructures, such threats can influence collective awareness, judgment, and behavior, thereby undermining the foundations of legitimacy and public trust. Against this backdrop, the role of data governance as a strategic safeguard for managing such threats has become increasingly salient. Accordingly, data-driven governance and the development of advanced legal and regulatory policies constitute an indispensable requirement for any intelligent governance system. This study is an applied developmental research project aimed at integrating theoretical foundations and abstract concepts with practical and strategic requirements in the domains of data governance and cognitive threat mitigation. A descriptive-analytical research design was adopted. In the first stage, a library-based research method was employed to examine authoritative sources in the fields of data governance, algorithmic control, and international law, from which relevant concepts were identified and extracted. Based on these findings, an initial conceptual framework was developed to analyze the relationship between data governance and cognitive threats. Subsequently, to assess the validity and credibility of the proposed conceptual framework, semi-structured interviews were conducted with three groups of experts, comprising specialists in data law, cognitive sciences, and digital governance. Qualitative content analysis of the interview responses played a significant role in strengthening and refining the theoretical framework of the study. Thus, while maintaining methodological coherence, the research process established a purposeful linkage between the theoretical approach and the empirical field. The findings indicate that an appropriate framework for determining the role of data governance in mitigating cognitive threats is a three-layer, cyclical framework. This framework is formed through the integration of legal governance of cognitive data, risk-based regulation of algorithms that influence perception, and macro-level big data policymaking aimed at enhancing cognitive resilience. The proposed framework underscores the need for an integrated governance architecture in which legal, regulatory, and strategic policy instruments operate in a continuous and mutually reinforcing cycle to mitigate cognitive threats.
